It is used to harass people ROleplaying as cafe/bakery waiters/waitresses/theythemiters, usually in maid costumes. The punchline is, there are no strombolis in PonyTown, and multiple people saying this phrase at one is sure to confuse anyone taking said food order in an online pony game.
